Public Expenditure Budgeting & Management Training
Course Overview.
In the last ten to fifteen years, a wave of change in the management of public budgets has swept through developed countries and has begun to engulf many developing countries as well. Much of this impetus was brought about by dismal macroeconomic performance as reflected in sustained structural budget deficits and balooning national debt. Countries have embarked on a massive effort of “government reengineering” to restore discipline in the budget process and to better target dwindling budgetary resources towards higher priority uses.
The Public Expenditure Management aspect of this course focuses on the tools and understanding that public managers in all parts of the public sector require, in order to ensure the successful use of financial resources to carry out good public policy. It also emphasizes that public sector financial management is itself subject to policy considerations and constraints such as accountability, due diligence in the management of public funds and linking the use of public funds to their legislated purposes.
