Management of Environment & Social Safeguards for Donor Funded Projects Training.

Course Preamble.

Social, Environmental assessments and good safeguard practices should be well though-out during project design, planning, during preparation and in the implementation processes.  Environmental and social sustainability, including climate change resilience, is fundamental to the achievement of development outcomes and must be systematically mainstreamed into development programs.

Environmental and social screening and assessment processes for projects have now become standard practice in development cooperation and are usually required by national regulatory frameworks and multilateral and bilateral donors.

There is therefore need to strengthen environmental and social sustainability, including climate resilience. Potential adverse impacts and risks need to be avoided or minimized, and where possible mitigated. Governments need to demonstrate to development partners and stakeholders that we have the appropriate safeguard measures in place for managing donor funded projects.

The training will take delegates through the concepts in relation to environmental and social safeguards which will protect both the environment and the people from adverse effects of development projects. Beyond that the social safeguard planning, tools and practical guides in a broader perspective to create a foundation to localize and adopt social safeguard tools and mechanisms in the process of planning, designing and implementing citywide infrastructure projects.

Main Training Modules

  • An introduction to law and the environment
  • A discussion of key environmental principles, focusing on sustainable development and public participation in environmental decision-making
  • An evaluation of the law relating to climate change, and an analysis of the political/economic/social dimension of reaching agreement on global climate change law and policy
  • A critical analysis of traditional regulatory mechanisms, most notably command and control or direct regulation and its enforcement
  • A critical evaluation of the ‘new’ governance mechanisms utilized in the climate change context, focusing on emissions trading and reflexive forms of governance
  • World Bank and African Development Bank Operational Policies on Environmental and Social Aspects;
  • The World Bank: Objectives, Requirements and Financing Instruments
  • Implementing safeguard policies in the project cycle
  • Legal and institutional framework for safeguards
  • Identification of Environment and Social Risks in Projects;
  • World Bank Environment Health and Safety Requirements in Projects;
  • Conducting Environmental and Social Assessments;
  • Concise presentation of the main operational safeguard policies of the World Bank
  • Mapping Vulnerable and Marginalized Groups (VMGs) as well as Physical & Cultural Resources (PCRs);
  • Incorporating VMGs and concerns of Indigenous People in project phases;
  • Mitigating Gender Based Violence and Sexual Exploitation in Projects;
  • Protecting Physical & Cultural Resources (PCRs);
  • Undertaking Social Advocacy on Environmental and Social Issues
  • Grievance Handling Mechanisms
  • Complaint Management and Communication
  • Monitoring and Reporting Compliance to Environmental and Social Safeguards.

Way forward After the Training

Participants will develop a work plan through the help of facilitators that stipulates application of skills acquired in improving their organizations. ASPM will continuously monitor implementation progress after the training.

Training Evaluation:

Participants will undertake a simple assessment before the training to gauge knowledge & skills, another assessment will be done after the training in-order to monitor knowledge gained through the training.
